Reactive Target Ban Loophole?

Back in February sometime there was some hoopla about Binary Explosive Targets over in Maryland. As far as my research can tell, no one has been arrested for misusing a binary explosive target and a news article confirms this. So why outlaw the use of reactive targets? Because some panty waste prick got his g-string all up in a twist as far as I can tell.

From the news story in Feb.

"Once I mix it, I have a high-explosive compound. In order to have a high explosive in my possession, in order to make it, in order to use it (in) the state of Maryland, you must have a license," says Deputy State Fire Marshal Joe Flanagan

Waaaahhhhh you Dumbass.




Delegate Mike Smigiel is opposed to the bill, and pushed Flanagan to admit that they haven't arrested anybody misusing Tannerite.

There is no indication that Flanagan confirmed or denied this but:

...Jack Waldner, Commander of the Bomb Squad with the Maryland State Fire Marshal's office, says there are sensitive law enforcement documents that show people are planning attacks with the product, but refused to elaborate.

Oh, ok, I see. Someone is planning on committing a crime with something that is legal so you outlaw the legal thing, instead of, you know, ARRESTING SOMEONE! Dumbasses. I understand that there are also sensitive law enforcement documents that show people are planning on using automobiles to facilitate a bank robbery, why don't you ban those, too. Dumbasses.

Ammoland is reporting on the new law:

“Explosives” includes:
(I) bombs and destructive devices designed to operate by chemical,mechanical, or explosive action; AND

(II) TWO OR MORE COMPONENTS THAT ARE ADVERTISED AND SOLD TOGETHER WITH INSTRUCTIONS ON HOW TO COMBINE THE COMPONENTS TO CREATE AN EXPLOSIVE AS DEFINED IN PARAGRAPH (I) OF THIS SUBSECTION.

So, let me get this straight. If the items are advertised together and sold together it's illegal, but if they are advertised separately or sold separately, it's legal. If the items are sold together, without instructions, it's legal, OR, if an individual buys one component at the feed store, and another component at Ebay, and get's the instructions off of the internet, it's legal, or so I'm guessing, don't take my word for it. Or, if a person is not an Ebay user, one could google Aluminum Powder Mesh. (you have to throw in the 'mesh' to avoid getting aluminum powder coated results)

You can see the full text of the Bill here. It seems as though they tried to outlaw reactive targets before and just couldn't get the wording right. It also seems as though they're failing again. Dumbasses.

Here are the thoughts of ATF on the matter.

Further, mixing the binary components together constitutes manufacturing explosives. Persons manufacturing explosives for their own personal, non-business use only (e.g., personal target practice) are not required to have a Federal explosives license or permit. However, individuals or companies must obtain a Federal explosives manufacturing license if they intend to engage in the business of manufacturing explosives for sale or distribution, or for their own business use. Such business uses include manufacturing binary targets for demonstration or product testing purposes.
